8/04 - tricolor inkjet cartridge

Our business purchased ink cartridges from an independent retail business and one came sealed in the box, but was missing the clear blue removable tab - the area that's supposed to be covered almost looks damaged - the colors on a printed object are distorted - the date on the box is 8/04 - please advise
